To facilitate rapid industrialization in West Bengal, the
State Government has taken remarkable initiatives under its Ease of Doing
Business Initiatives. The 3-Tier Panchayats have an important role to play
towards achieving the goal by providing two kinds of services:
Grant of permission for construction of any building or erection of any
structure or building or addition/alteration thereof for setting up of an
industry in Panchayat areas other than in industrial estate or industrial park.
Registration of lawful trades including trades of special nature as notified by
the State Government in Panchayat areas.
1A) Construction of any
buildingorerection of any structure or addition/alteration thereof for setting
up of an industry in Gram Panchayat areas other than in industrial estate or
industrial park
• The Gram Panchayat
concerned accords permission within specified time limit of 15 days, 30 days or
60 days of the date of receipt of application depending upon the plinth area and
height of the building to be constructed.
1B) Construction of any
buildingor erection of any structure or addition/alteration thereof for setting
up of an industry in the area ofDevelopment Authority [KMDA, or an authority set
up under the West Bengal Town & Country (Planning & Development) Act, 1979 or in
an area for which Development Plan has been published] in a Panchayat area other
than inindustrial estate or industrial park
• The PanchyatSamiti
concerned accords permission within specified time limit of 15 days, 30 days or
60 days of the date of receipt of applicationdepending upon the plinth area and
height of the building to be constructed.
1C) For Construction of any
buildingor erection of any structure or addition/alteration thereoffor setting
up of an industry in any industrial estate or industrial park in Panchayat areas
• The Industrial
Development Authority or Corporation viz.WBIDC, WBSIDC, WBIIDC or WEBEL accords
permission.
2A) Registration of lawful
running trades in Gram Panchayat areas
• The Gram Panchayat
concerned issues certificate of registration for running trades within 15 days
of the receipt of application in prescribed format.
• Renewal of the
certificate of registration may be made annually or three years together.ades
2B) Registration trades of special nature as notified by the State Governmentin
Panchayat areas
• The Panchayat
Samiticoncerned issues certificate of registration for running trades within 15
days of the receipt of application in prescribed format.
• Renewal of the
certificate of registration may be made annually or three years together.
